The Anambra State Clear Drainage and Inland Flood Management Agency (ASCDIFMA) is a forward-thinking organization dedicated to mitigating the impact of floods and promoting sustainable water management in Anambra State. Our mission is to safeguard communities and the environment from the devastating effects of flooding while also enhancing the efficient use of water resources.

What we do at ASCDIFMA
ASCDIFMA is dedicated to year-round drainage maintenance and sewage clearing throughout Anambra State. We understand that a consistent, proactive approach is essential to preventing flooding and ensuring the smooth flow of water. Our strategies include routine inspections, scheduled maintenance programs, and rapid emergency response teams to address urgent drainage and sewage issues during heavy rainfall or flood threats.
ASCDIFMA also places a strong emphasis on policy development and enforcement to prevent drainage blockage with dirt. We collaborate with relevant authorities and stakeholders to develop policies and regulations that promote responsible waste disposal practices. Public awareness campaigns educate residents about the importance of keeping drainages clear and the consequences of illegal waste disposal in these systems.
Enforcement is a critical aspect of our approach, and we rigorously enforce these policies, including imposing fines for violations and making arrests when necessary. We collaborate with law enforcement agencies, environmental protection organizations, and local community leaders to strengthen our enforcement efforts and ensure a unified approach to drainage blockage prevention.
Our Core Functions

Leadership
Provide leadership and executive strategies to prevent the blockage of drainages in the State.

Strategy Implementation
Develop and implement strategies for all year-round cleaning of the drainage systems and clearing of sewages in the State, working with relevant stakeholders and authority

Policy Formulation
Develop and implement policies that will ensure non-littering of drainages with dirt.

Clearing of Water way blockades
Ensure the removal of all forms of existing constructions and the prevention of any further constructions that compromise waterways and drainages in the State.

Enforce Drainage Constructions
Enforce the construction of drainages by property owners and developers in the State which shall be in line with the State’s drainage design. The drainages will be complemented with setbacks which could be either greened or paved.

Strategic Sensitization
Embark on strategic sensitization and advocacy against indiscriminate refuse dumping on drainages, construction on waterways and drainage alignment, working with relevant media organizations and NGOS.
Powers of the Agency
(a) Develop and implement strategies for all year-round cleaning of the drainage systems and clearing of sewages in the State, working with relevant stakeholders and authority;
(b) Develop and implement policies, regulations, disciplinary measures including arrests and fines that will ensure blockage of drainages with dirt;
(C) Ensure that all design for construction of road in the state takes into cognizance the asphalting of spurs from adjourning roads up to 10 meters from the major road to avoid silting of major roads which can cause erosion;
(d) Ensure the removal of all forms of existing constructions and the prevention of any further constructions that compromise waterways and drainages in the State;
(e) Ensure the control of surface water or surface flow in public and private tenements;
(f) Embark on strategic sensitization and advocacy against indiscriminate refuse dumping on drainages, construction on waterways and drainage alignment, working with relevant media organizations and NGOS;
(g) Engage such contractors or consultants or enforcement officers as the agency may deem necessary for the performance of its duties.
(h) Access its own funds as budgeted for its operations, hire and manage its own staff.
(i) Have the power to enforce and make payable fines for block drainages belonging to property owners and developers for the blocking of drains and have the powers to serve Violation notice to defaulters.
(j) Shall require a defaulter under this law after being served due notice to pay back to the agency the cost of such de-silting where a notice have been served on the property owners previously.
(k) Under this law, a notice shall be deemed to be just and duely served after an official violation notice signed by the Agency have been pasted at the Entrance of a property or premises in violation and/or its official residence for seven working days.
